Meeting Request Delegate - Calendar Updates

Using OL2003 on Exchange 2003. Just upgraded to OL2003 from OL2000.

Previously when a user received a meeting request via email. The sniffer
would input a tentative appointment into their calendar until they had
responded to their emails. Therefore if the user was on holiday it would
stop other staff requesting that time for their meeting requests.

I am finding that some staff are not seeing a tentative appointment and
therefore find if they are away for a few days that they are encountering
more than one meeting requests for the same time as a tentative appointment
does not show.

Is this an issue with OL2003? Or is there any behaviours that need to be
checked to ensure its working correctly?
