Why can I share my calendar with most people on my domain, but not
 

We're all sharing the same domain & Exchange hosting. But one user was able
to share her calendar with everyone except one other person. She is able to
see the other person's calendar, just not give him access to hers. Does this
make sense?

Not really, you need to give at least:

Outlook versions involved.
Where default delivery location is set for the problematic machines
What is different between the two machines
