Outlook 2003 Missing calendar information

I have a user that peridically will loose his calendar information viewed by
others. He can view his calendar but others see no information when they
attempt to schedule meetings with him. I have verified all suggested
settings with no luck. The only thing that sometimes works is to change any
setting on his active directory account. Will work for a while then
disappear again.

Are ALL your clients up-to-date on their software patches?
Are ALL your clients using the same version of Outlook?

Are there any delegates involved?

On top of the questions below:

Do you use Exchange Server?
Is it the calendar that they do not see populated?
Or Is it the free/busy that does not show populated?
Have you recently moved this client to another store?
