Meeting Attendee Responding on Behalf of Organizer

I received an email that was "Sent of Behalf of" my boss from someone who
does not have delegate access. How did they do this?

There are two ways to access someone's mailbox - be assigned as a delegate
or be assigned the necessary permissions to the mailbox directly. This
