How can I keep Outlook from processing meeting notices automatically to my
calendar in a tentative status?

You can't. You can try moving the messages to a different folder but in most
cases the sniffer is faster than the rule and it doesn't help.

Earlier versions of Outlook did not automatically accept meeting notices as
tentative and place them in your calendar. Why was this changed in the
current version? As a user, I find it disruptive.

Not true. Outlook has done that forever.

It's to increase calendar reliability in organizations where free/busy is
relied on heavily - this helps to eliminate double booking because other
users can see the tentative appointments in your free/busy.
