Hi Luke,
Stall tactic? can you please mention how to do this? please note that my client's outlook is not exchange and just standalone POP3 mail type... Okay, I found the resolution, this is something to do with To-Do bar.
Resolved by running the following command: outlook /resettodobar Yay!
