Microsoft Outlook email - On Outlook 2003, I see "no information" but others see free/busy

On Outlook 2003, I see "no information" but others see free/busy

Is someone able to just block me from seeing their free/busy times on their
calendar? I was able to see their free/busy times last week, other people can
still see this; however, I always see "no information" all the time.
