My employees sometimes accidentally block important contacts using
Outlook Express's "Blocked Sender" list. Since this is a feature we
don't use, I'd like to simply disable the Blocked Sender feature. Can
this be done, perhaps in the registry?

But with EVERYTHING of the original poster's message *after* your
sigdash delimiter line. That means all of their post was in your
signature, and newsreaders (local or web-based) may strip out
signatures.

Configure your newsreader to append your signature at the *END* of your
replies. A registry hack available as of Windows XP SP-2 lets you
specify in OE where to start your reply (top- versus bottom-posting) and
where to place your signature (after your reply or at the end of your
post).
