Can't resize window
 

When attempting the usual mouse drag to resize my OE display to full screen,
the window suddenly shrank to a miniature task bar that just shows the usual
three buttons. It is the usual task bar height but only about 3cm wide. Any
attempts to resize this window fail.
I've tried using the keyboard commands (Alt+spacebar) and the 'size' option
but everything seems to be locked.
If I use the maximise button, all is fine. It is just that I seem to have
lost all control over the intermediate window sizing capability.

Any suggestions?

I tried resizing in safe mode and that worked but, as soon as I went back to
normal mode and tried to adjust the window to fit the screen, it jumped back
to the mini-size. That suggests to me that there is a confict of some sort
but what?
