Saving a form message?

A few weeks ago I asked how to save a form email that I wanted to send to
many people over a period of time. It was recommended that I simply save it
to the desktop and click on it when I want to use it.

That worked fine about 30 times. Now when I do it the upper part is all
greyed out and won't let me put a TO in. Also, there is no send button.

Okay, I started over from scratch, but the result is the same.
Any suggestions what is wrong, or another way to get a form email saved?

Thanks.
