Default Internet Accounts in Control Panel

Is there any way to add an icon for Internet Accounts in the Control Panel
(for Outlook Express) similar to the Mail icon that gets installed there
when you install Outlook (MS Office)?

Do you mean the MAIL item in Control Panel?

I doubt that there is any way to do that for Outlook Express.

If someone knows of a command line that will bring up the Outlook Express
"Internet Accounts" window, that would be a good start.

If you mean that you want to start with a specific Identity, then see:

As for opening OE and going directly to the Accounts menu, OE is pretty
limited on command line options.
