connecting to mail server
 
Friend is running WinXp home sp2 using outlook express for email and
has just gone from dialup to cable with optus. E-mail now doesn't work
with the 0x8000ccc0e error. I have deleted the email account and
created a new account. Disabled all firewalls and email scanning. These
were win xp firewall and Norton antivirus 2004 with no luck. I can't
even telnet into the mail server port 110, I get a connection failed
with firewalls disabled. I can ping the mailserver and can telnet into
the optus mail server on my computer which is on a different cable
connection. They can log into their web mail account. I have reset the
tcp-ip stack. I can ping the mail server. Any ideas or other places to
search?

This is usually caused by an anti-spam program or an anti-virus set to scan
email.

Turn off email scanning in your anti-virus. It provides no added
protection. After doing so it may be necessary to reset the server names in
OE.

Email scanning slows down Sending and Receiving, sometimes enough that OE
times out. Since some of the received messages have large (often virus)
attachments, which exasperates the problem.
Some Comcast users have found it necessary to totally uninstall Norton and
switch to the free AVG with mail scanning off. Norton invented email
scanning and here's what they say:

"Disabling Email Scanning does not leave you unprotected against viruses
that
are distributed as email attachments. Norton AntiVirus Auto-Protect scans
incoming files as they are saved to your hard drive, including email and
email attachments. Email Scanning is just another layer on top of this. To
make sure that Auto-Protect is providing the maximum protection, keep

So Symantec used to say this often and clearly. The newer stuff doesn't
have the statement included as it was considered an embarrassment. If you
know anyone who programs for Norton try to get them to talk about it.

I have done this apart from actually uninstalling norton. Should this
effect my ability to telnet into the mail server?

Since telnet doesn't work either, the problem is not in Outlook Express.

Pinging uses a different port than POP3 mail. So that suggests that
something is interfering with port 110.

Try starting windows in Safe mode and see if telnet works. If it does,
that tells you that some application started in normal mode on the PC is
causing the problem.

Resolved, the computer had to be turned off for longer than ??? 3
minutes for some reason. I found this in another micrsoft group thread
from some ISP support staff. No explanation was offered. It appears
that a simple reboot dosen't resolve it.

I am having the same problem... I have turned off the computer for atleast 5
mins every time and still doesnt work... I have tried to do a work around
and that doesnt work... I can receive emails, just wont let me send any...
There is no firewall or antispyware on the comp so thats not causing the
problem.. I have no clue what is going on here... Help

The full text of the error message would be helpful. That includes the
server name, server type, port number, socket error code, SSL, etc. For
best results, copy/paste the error message rather than retyping it. You
should be able to highlight the message text in the error window (hold
down the left mouse button while dragging the mouse over the text).
Then press Ctrl-C (hold down the Ctrl key while pressing the C key) to
copy the highlighted text to the Windows clipboard. You can then paste
that text into the problem description using the Ctrl-V key combination.
