Click on the "New" button to see if they show there? Then "Reset list".

The server you are using may not carry the Vista newsgroups.
In Outlook Express go to Tools | Accounts | Add (or New) | News.
Set up an account for this news server:

msnews.microsoft.com

The server is free and does not require you to logon. This news server
carries over 2200 newsgroups related to Microsoft products and keeps
messages at least 30 days.

I am using msnews.microsoft.com, using, Outlook Express news reader, for the
benefit of those that think I am off topic.
I have ordered the Beta of Vista, so I would like to monitor the Vista
specific News Group
I want to access the newsgroup
news://msnews.microsoft.com/microsof....vista.general, kindly
provided by Bruce Hagen.
But the link does not work.
The news group does not show in my list of news groups.
When I try to refresh and re-download the newsgroups, they still do not
show.
The Vista home pages show several Vista news groups, but none of them
download.

Vista Newsgroups don't show
 
You may have a damaged identity especially if it is the default Main
Identity. File | Identity | Add New Identity. Create a new one and set up
msnews in the new identity and see if you can download now, and if the Vista
groups show. I you are successful, you can import your email messages from
the old identity and delete it, or just keep the new identity for
newsgroups.
