Hard to tell. What application is telling you this? Who is your DSL
provider? Your posting headers say, "Comcast", but they don't offer DSL
service; they are strictly cable, AFAIK.

Do you mean that Outlook Express tries to dial when you want to send and
receive messages?

Check your settings in Outlook Express at Tools, Accounts, Mail/News,
Properties, Connection for each mail and news account. One or more of
the accounts may be set to always dial a specific connection. Also look
at Tools, Options, Connection for Hang up after sending and receiving.
