How often?
 
How often should I flush all the data cache (posts and headers) for
newsgroups for the OE newsreader?
1GB dual channel RAM, free reign swapfile, GBs of freespace. News group
downloads is set at 1000 max per group. Only the headers are auto
downloaded.

As often as you like. There's no rule.

How often?
 
If it is only one newsgroup, the whole 60 days doesn't take up much space.
But make sure you compact your folders often.

Click on Outlook Express at the top of the folder tree so no folders are
open. Then: File | Work Offline (or double click Working Online in the
Status Bar). File | Folder | Compact all folders. Don't touch anything until
the compacting is completed.

That's up to you.
OE deletes messages when they expire off the server.
I have a rule which I apply manually when a newsgroup starts to slow down:

Apply this rule after the message arrives
Where the message was sent more than 25 days ago
Delete it

How often?
 
As already mentioned, it's a personal choice. I keep my newsgroups fairly
well trimmed down, but don't normally delete all the posts. I delete
selectively, starting with the oldest. I click on the top post that I don't
want, hold down the Shift key, then click on the bottom post I don't want.
When they darken, I lift my finger from the Shift key and hit Delete. This
dumps the old, dead posts and keeps the newer ones around for follow-up
viewing.
