Disable Norton or at least disable the email scanning by Norton and see if
the problem persists. See www.oehelp.com/OETips.aspx#3

Hello,

Both PCs are HP pavilion with Windows XP media center 2002 SP2, Norton
internet security 2005 is also present, and I am using Bellsouth as my DSL
provider.

The setup:
Two PCs have the same account information in Outlook express because I am
leaving the messages on the server so both PCs can access the same mails.
I can sent and receive mails from both PCs, at random, some messages are
not
being received in Outlook and there is no visible error messages.
When I log in to the Bellsouth web mail server I see mails on their web
server which Outlook should have automatically downloaded but did not,
however as soon as I notice their existence on the web server they are
immediately acquired by Outlook without any action of mine.
I contacted Bellsouth but they couldn't help me.

Your help would be greatly appreciated for I do not understand the root
cause of the issue.

Thank you

what are newsgroups? i know that this is one, i'm just trying to find were
i fit?

A discussion group on the Internet about a particular topic. It starts by
someone posting an initial query or comment. As others reply, the text forms
a chain of related postings called a "message thread." Newsgroups preceded
the Web by many years and are still widely used. They are similar to blogs,
but usually have more questions and answers, whereas the blog is often used
for general commentary (see blog). Newsgroups are also a source for MP3
files and pictures.

Newsreader software (an NNTP client) is used to "subscribe" to newsgroups
and read and post messages. A newsreader, which may be a stand-alone
application or part of an e-mail program or Web browser, offers many
features such as searching for and automatically subscribing to newsgroups
that match some criteria.

The Usenet Network

Some newsgroups are moderated; some are not. They originate from many
sources and are hosted on many systems, known collectively as the Usenet
network. There are more than 100,000 newsgroups, and an ISP may select some
or none of them to offer customers. It also decides how long postings remain
online. If an ISP does not support newsgroups or does not retain postings
very long, there are Usenet providers that do, such as Giganews
(www.giganews.com).

Organization

Newsgroups are organized into hierarchies, including alt (alternative), biz
(business), comp (computing), misc (miscellaneous), rec (recreational) and
others. As you move to the right in a newsgroup name, the subject focus
becomes more targeted. For example, alt.music might discuss every aspect of
music, while alt.music.baroque and alt.music.jazz are more specific.

Newsgroups are topical groups on NNTP servers. The interconnection of
the various NNTP servers makes up the Usenet.

Unlike "lists", Usenet subscriptions do not result in email being sent
from the list to you. A Usenet "subscription" is really just telling
your client which groups, on which servers, you want to pull messages
from.

Unlike "BBS" (Bulletin Board Services), you do not have to contact every
NNTP server which has the groups which interest you. NNTP servers have
"newsfeeds" which pull articles from other NNTP servers. When you post a
message, which is actually called an "article" in NNTP-speak, your
server gets your article from your client, then spools your article on a
feed. Other NNTP servers will get your article on their feed, and so on,
until your article has propagated across all the NNTP servers which
carry the group you posted to.

Ordinarily, I post through 'msnews.mircosoft.com', but for this one, I
switched to 'news.sf.sbcglobal.net'. It is very easy to switch in my
news reader, which is 40tude Dialog.

From your NNTP posting headers, I see that you are using MSOE as your
news reader:

| X-Newsreader: Microsoft Outlook Express 6.00.2900.2869

I can see that you are posting to 'msnews.microsoft.com':

| Path: TK2MSFTNGP01.phx.gbl!TK2MSFTNGP05.phx.gbl

And I can see that you are posting from a Comcast account:

| NNTP-Posting-Host: c-67-160-xxx-xx.hsd1.or.comcast.net 67.160.xxx.xx

You can access the headers of this post by checking the message
properties while you are reading it.
