To access the internet /from/ Japan (with OE or any other application that
requires an internet connection), I suppose you'd have to be connected to
the internet using a Japanese ISP.

I _was_ going to offer some suggestions. However, I don't use a cell
phone. I don't even use MS Outlook Express. But I do know something
about how SMTP access works. Apologize to Robear, and I will reconsider
my decision to ignore your plea for assistance. He wasn't wrong.
