I just saw the notice that OE 7 is available for download.

Is it an incremental upgrade, or does it change the whole "look" of
Outlook Express?

I'm too lazy anymore to re-learn Outlook Express if it is a major
change--- :-)

That's IE 7 not OE 7. OE is basically dead until the next OS version,
which its renamed to Windows Mail and is enhanced and improved, although
the interface is much the same.

You probably saw a download for IE7. Due to all the problems people are
having with it, it would be wise not to download it.

Does it have multiple signatures like OE? What is involved in backing it
up?

Yes.
It does a pretty good job by itself, but for messages you just backup some
Windows folders. The individual messages are stored as individual EML files
in Windows folders with the same name as the WM folders in the WM data
folder under your user name.
