Not receiving any mail

Given the amount of detail you provided, no one has a clue.

At minimum, we need to know what version of Windows you have, what
e-mail program you have and what version of that program, who is the ISP
for your non-working mailbox, whether you see any error messages and the
exact text of the error messages.

Send a message to this other address to be sure there's something to
receive.
Is it a POP3, IMAP or HTTP account?
If you click the down arrow next to the Send/Receive icon and just choose
the problem account what happens?
In the account's properties is the box to include the account checked?
