Spelling Language in French only

My computer is running Windows Server 2003 English Edition with default
setting in Regional and Langauge Options. That means everything is in
English (US).

In Outlook Express -- Options -- Spelling -- Langauge, it shoudl 'French
(France)' only. What's wrong is it? How can I add English back? Thx.
