No. You can't even open it if you're not logged in.

You can run OE without being logged into your ISP.

If you plan to do that regularly, in Tools, Options, General uncheck the
options to do a send and receive on start up and check for messages
every xx minutes.

You can also use File, Work Offline. Note that IE and OE share that
settings. Change it in one and it changes in the other as well.
