I have too many "mishaps" in Outlook Express and IE7. Anbody to advise me
how to erase these programs and reinstall the same or replace IE7 with IE6

Reinstalling Outlook Express won't fix most Outlook Express problems.
That's because more problems are due to corrupted data files or registry
entries and a reinstall preserves most of those.

What sort of problems are you having in Outlook Express?

As for IE7, Control Panel, Add/Remove Programs and uninstall IE 7 to get
back to IE6. You could then reinstall IE7.
