In the image that you posted you need to scroll down the dialog box to

Since you are in an area where communications are restricted and controlled, check first with your ISP that you are actually allowed connection to those news servers - or that they are allowed to permit you to connect to them. They may simply be required to block them just as they have to block other traffic, and if that's the case, there is no easy way for you to alter it locally without legal penalty. If you can connect successfully through another PC, from that one, export the settings to an .IAF file, and delete the newsgroup setting you have; then go to Tools, Accounts, and Import the IAF file.
