Default Weird--outlook express changes screen resolution/color

OK, been working with and on computers for a very long time, but I have
never encountered this one before. Every time I start outlook express 6
(with all updates), the screen resolution and the color changes to the
lowest settings (imagine safe mode)

We're talking 800 by 600 resolution and 256 colors.

Closing outlook express returns the screen to the previous resolution. This
only occurs with this program, nothing else. and the system appears to be
running normally in every other way.

I have updated video drivers and tried multiple starting resolutions/colors
to see if it is simply outlook not caring for the default on this monitor
(32-bit color and 1024 by 768 resolution), but it does not matter--start
outlook express and the resolution drops to the base.

This is not a huge issue since the computer does not use outlook express as
an email client (it occured when I clicked on outlook express icon by
accident), but it is nevertheless a puzzler.

Right click the shortcut that you use to start Outlook Express. Select
Properties, Compatibility and uncheck the compatibility settings.

If it won't let you do that, create a new shortcut:
Go to the folder
C:\Program Files\Outlook Express
there Right click on MSIMN.EXE and select Create Shortcut. On the
created shortcut you can rename it Outlook Express. Then drag the
shortcut where you would like (e.g. your desk top, quick launch bar,
etc.)
