Where do I go to delete the pop3dbx? Do I go to search, files, then delete?

I presume that you mean the pop3uidl.dbx file. This file is deleted if
you are having problems when using leave a copy of messages on the server or OE hangs when trying to download messages. You can search for the file. You may need to do an advanced search for system and hidden files in order to find it. You can also look in OE at Tools, Options, Maintenance, Store Folder for the folder where the file is located.
