Do you see the same results with the message in your Sent Items folder
that you sent? If that's OK, then something may be altering the message in transit. I your mail coming in via an Exchange mail server? That can have some issue with S/MIME. Recently after one of the security updates to OE the receipt of encrypted email changed. In the past the email that has been encrypted was part of the body of the message. Now the message comes as an attachment with a suffix of ".p7m" with no way to open it. I've tested this with my own Digital ID that is stored as the primary ID in OE and the result is the same.
