setting up outlook?

i am trying to set up my ourlook and it dose not seem to work right. I can
cet some mail but i can not send out mail. can some one help me with this?
what am I not doing.

Outlook, or Outlook Express? They are different programs. If OE, are you
using Bellsouth?
