Microsoft Outlook email - Problems With Outlook Express

My computer recently developed a strange problem with outlook express.
When I try to send/receive e-mails, it connects to the server,
'mail.btinternet.com' - it then hangs and doesn't do anything until it
produces a message 'no response from server - wait however long or stop?
Which ever option I try, it still doesn't do anything. Now, I am posting
this message via same outlook express and news.btinternet.com and I use
exactly same mail account/server/security and everything else as I do on
my other machine, but it's just not working to download e-mails on this
machine. To make matters worse, every time I try this and want to shut my
machine, ccApp.exe (a part of wonderful Norton Security) hangs and makes
me have to power down.
Any suggestions?
