How do I get into newsgroups, other than the ones on my ISP,

You'll have to subscribe to an additional usenet provider. There are free
providers and pay providers; the ones you pay for are generally more
reliable. Before you sign up with either, check to make sure they carry the
newsgroups you're interested in. You could also ask your ISP to add those
groups to its feed.

Another option is Google Groups, which archives just about every newsgroup.
I often use it when I'm looking for the answer to a question.
