When I open OE & IE, I would like to be connected as they are openned
please.

If I understand you correctly, you have a dial-up connection to the
Internet and would like opening IE and/or OE to trigger the dialing.

For IE go to Tools, Internet Options, Connections and select the option
to dial whenever an Internet connection is not present.

For OE you need to do 2 things
1) Tools, Accounts, Mail, Properties, Connection, Always connect using
this account
2) Tools, Options, General - send and receive messages on start up.

IE should show the same dial-up connections that are available to OE.
