Is there a way to sort newsgroups by number of headers or number of posts in
Outlook Express or any other news reader?

Are you talking about the subscribed newsgroups in your folder list or
the list of available newsgroups on the news server?

In any case, I can't think of any way to do that in Outlook Express.

I'm not aware of any other news reader that can do that. It doesn't
strike me as a feature that would be of much interest to most people.
Most people are interested in sorting them either alphabetically or by
subject.
