Sorry I was gone for a few day's. In answer to your question My ISP is
charter.net. Have tried twice with them & they say it is a MSFT problem. Also
called Dell & they wanted $125.00 to fix because my three warranty was up in
Jan. To me it was not worth it.

I did log on to my email account from a public library while on vacation .

Was someone else using your PC while you were on vacation?

Either of those can mess with your mail account settings.

Did you log on as a different Windows user? Each Windows user has his
own Outlook Express settings.

I see your email provider is charter.net

According to Help at their website, both your outgoing and incoming mail
settings to use their severs are "mail.charter.net".

What are your settings?

Open outlook express, choose Tools, on it's menu choose Accounts.

Internet Accounts dialog window should display, select mail tab, then select
your account, choose Properties.

Your Account Properties dialog window should display, select Servers tab.

Sever Information should be.....

My incoming sever is a POP3 sever

Incoming mail (POP3): mail.charter.net

Outgoing mail (SMTP): mail.charter.net

Did you do that using your own laptop? If so, you might have changed
your settings in the process of getting it to work at the library over
their Wi-Fi network.

If you were using a library PC, that would not have caused the problem.
