You said, "I am paid subscriber to live however." If you're not a Windows
Live Hotmail Plus subscriber, what is the subscription to which you refer
(e.g., MSN Premium)?

Is it a account or a account?

What is the exact (verbatim) error message you receive?

What's your full Windows version (e.g., WinXP SP3)? Is IE7 installed?

You have a valid Windows Live Hotmail Plus subscription? If so, is your
new LiveID password also associate with the subscription?

Does the new password work when you access the account via webmail (i.e.,
http://hotmail.com ...which will resolve to another address)?

Can you still relogin to your Windows Live account using the web
interface using your new password? That would check that what you
thought you specified as your new password really is your new password.

Then change the password in the account defined in Outlook Express to
match your new password.

So are you using an HTTP or POP account in Outlook Express for your
Windows Live Hotmail account? Is it a free or paid Windows Live
Hotmail
account? If free, Outlook Express doesn't support Deltasync protocol
which is what Microsoft is moving to and away from WebDAV (the old
protocol that OE does understand). That means you either pay Microsoft
for a Windows Live Hotmail PLUS account to get POP access to it to use
Outlook Express or you move to using Windows Live Mail as your e-mail
program which does support Deltasync.

i changed my windows live id password and now outlook express won't
recognize my password.

There was a problem logging onto your mail server. Your Password was

What happens if you use the previous account login password in the
e-mail account defined in OE? Does OE connect when using the old
password?

Let's first cover Web DAV Access in OE and correct a few inaccuracies.

I: WebDAV
Accounts that can access using the WebDav protocol.
a. Free grandfathered accounts
b. Hotmail Plus accounts
c. MSn Premium Accounts
d. MSn Legacy accounts
e. MSn Partner accounts
f. Secondary/Sub-Accounts for c, d, and e

WebDav availability:
"This service is scheduled to be discontinued at an undetermined future date no earlier than January 2009." KB article 943649

WebDav Servers:
Msn.com addresses
http://oe.msn.msnmail.hotmail.com/cgi-bin/hmdata
Hotmail.com addresses
http://services.msn.com/svcs/hotmail/httpmail.asp
or
http://oe.hotmail.com/secure/hmdata (may not work with all hotmail accounts)

II: Nomenclature
Msn Accounts using the msn.com name
a. Msn Premier(Legacy pop3)
b. Msn Premium(Legacy pop3 accounts through Msn 5.4 or Http created/converted from pop3 to http by MSn 6, 8 or 9)
c. Windows Live Hotmail(formerly named Hotmail) - created manually or as a sub-account

III: Account Services Terminology
Msn.com accounts(found in the billing area)
a. Legacy Pop3(MSn Premier or Narrowband or WideBand)
b. Http non partner accounts(MSn Premium, MSN Internet Access or Narrowband or WideBand)
c. Http partner accounts(MSn Premium or a partner designation)
d. Free MSn.com accounts converted to Plus(Hotmail Extra Storage or Windows Live Hotmail Plus)
d. All other free or sub-accounts - no billing, no terminology

IV: DeltaSync
Quite simple - All accounts can use the DeltaSync server provided Windows Live Mail is installed and the account setup to use
DeltaSync
- migrated from OE or imported using an iaf file from OE will retain WebDav requires manual change or delete the account and setup
new.

V:
Pop3 capable accounts
a. Legacy pop3 accounts
b. Windows Live Hotmail Plus accounts(starting Sept 2007, not Nov 2007)
c. MSn Qwest(ymmv- only 3 people have reported success)
Note on item (a)
- availability completely ceased with MSN 6 in CY2000 though a few accounts were re-provisioned for a short time from MSn 5.6
to Msn 6's release since it was not clear that use of the software converted existing legacy pop3 accounts to http only WebDAV
accounts)

VI:
Pop3/Smtp server
pop3.live.com, smtp.live.com
Port 995, Port 25
Outgoing server authentication - required
SSL Encryption for incoming and outgoing server - required
- (Note OL2007 requires TLS not SSL)
General comments
Username form: (ie..no longer able to only use username)
Detail info:
http://liveunplugged.spaces.live.com...90CA!171.entry

VII:
Suggestions:
a. Change the password and ensure the verification email is replied to validating the changed pw
- there is some variation(age of the account or type, thus not all may receive the request)
(one might wish to first disable the web ui junk mail filter to avoid filtering to the junk mail folder and ensure subsequent local
delivery)
b. Change the password via https://account.live.com(ensue an alternate email address is enabled)

For the op:
a: If you successfully used pop3.live.com in the past you have an msn.com legacy account or a Windows Live Hotmail Plus account.
(See section V: (a) and (b)
b. Your error message(authorization) indicates a few possible items
- corrupt account in OE (to fix, remove and create new, do not import using an iaf file)
- not using the full in the incoming mail server username field and the outgoing mail server field.
Separately ensure the correct password is entered and the check box to remember enabled.
Explicit instructions for pop3 account setup can be found here.
http://liveunplugged.spaces.live.com...90CA!171.entry
c. Fyi...there are no legacy pop3 accounts from 1995 that are name.live.com accounts, they are all accounts.
