No. OE will not run on Vista.

Vista comes with Windows Mail (WM) which is (was) the intended
replacement for OE on Vista.

Since then, Microsoft has come out with Windows Live Mail (WLM) which
runs on XP and Vista and is their preferred free mail client (the only
one still being developed).
