Will OE ever be upgraded to match or exceed the fundamental and vastly
superior capability of rule making in Pegasus Mail http://www.pmail.com/ ?

Better option?
 

Outlook Express will *NOT* be upgraded in the future. OE6 is the last
version that there will be. Future development of a mail program for
Windows will be in the form of "Windows Live Mail Desktop" which will be
available as a Desktop download after it comes out of beta testing (which is
yet to begin).
