That probably represents an error in your Regional Settings applet
in Control Panel. E.g. in Regional and Language Options,
Regional Options tab, Customize Regional Options, Date tab
Short date format: FWIW I have yyyy-MM-dd there with a
Short date sample: 2009-04-23

Tip: as an alternative to going through the Control Panel you can
start the above via Run... (e.g. press Win-R and enter:)

control.exe intl.cpl

BTW please don't use Quoted Printable when you are posting to newsgroups. Plain text only please.

Also, please always disclose your OS and version when you are
asking for help in newsgroups. The information I gave is for XPsp3.
