What can I do about this? Same thing happened when I e-mailed a friend with a
Hotmail address and a MSN address...

The problem and error has nothing to do with Outlook Express.

Hotmail Online Solutions Center replaced all newsgroup & email format
support on 11 Dec-08

When you connect to the internet you attach to a common point used by
other customers. There could be hundreds or more people connecting to
that point to get their internet access.

If that point was found to be a source of spam, then it's
identification number will be blocked by some internet service
providers.

If you are on dial-up internet try dialing into a number well-away
from your geographical region instead. You may incure long distance
charges.

If you are on DSL, and depending on your form of connection to the DSl
network, turing off your DSl modem for an hour (or up to 6 hours) then
turning it back on may get you attached to a different point with a
different identification number.

In my case I have DSL and there are quite a number of these
identification numbers (called IP numbers) and the same thing has
happened to me. I simply shut my connection down completely, waited
an hour, then turned everything back on. I had a new access point
number and the mail block disappeared.

Keep in mind however that this is not a cure all. If someone was
spoofing your e-mail address and sending spam in your name, then that
is another kettle of fish.

How are you sending the email? Some providers get blocked (I've had
MSN/Windows Live Hotmail block the AT&T mail servers I use). If you are
using your ISP mail servers, you need to tell your ISP that their servers
are being blocked.

The message means that your domain (the part of your email address after
the @) is being blocked and they will not accept email from you. The
message states that it has blocked an "IP", meaning only one address and
thus your specific IP. But these messages are famous for being
misleading or incomplete or used where they don't fully apply.

If your domain is blocked, then no one at your ISP can get an email to
the one that refused you.
If it's your specific IP that's blocked, then, assuming you don't have
a "static" IP number, all you have to do is acquire a new IP.
If you have a "static" IP you'd know it because you're paying extra
for it. I suspect you do not have a static IP. That only says your IP
can be changed, not that it does change at any particular time.


-- Remove power from the modem.
-- Restart
-- After the boot has completed, turn the modem back on.
-- Test it
That should refresh your IP.

If that doesn't work, you may need to use the Command Prompt and
ipconfig to renew the IP. We'll wait on that one until the above are
known to not work.
