Default POP3 timeout

I find some of our colleague with HP dc 5700 sometimes get the message

"Your POP3 server has not responded in 60 seconds. would you like to wait
another 60 seconds for the server to respond?"

The users are using a HP dc5700 PC with Windows XP SP3 they using Outlook
Express 6.0 and POP to receive email from our ISP POP server. Antivirus
progam is Symantec antivirus 10.2

Several users have the some problem. I check with other users using
difference model. They don't have the same issue.

Any suggestion?
