Are both PCs downloading the same mail account or was the message sent
to two accounts and each PC downloaded one of them?

Both PCs download the same accounts. One PC is set to "Leave a copy..."
for all accounts and that one downloaded first, of course.

Are these IMAP or POP3 accounts?

They are all POP3.

Who is the mail service for the accounts?

Various flavors of AT&T such as worldnet.att, sbcglobal and so forth.
There are four accounts total.

What type of attachment is it? Is it an image or something else?

It is an MS-Word document (.doc) one page long - no images or other
imbedded files.

Are the messages sizes the same on both PCs?

Yes.

You might want to take a look at the Message Source (CTRL-F3) for the
two messages to see if they are different?

OK.

Two computers with XP and SP3 running OE6 for the past year with no
problems.

The same e-mail message was downloaded on both computers. On one, an
attachment was displayed and opened normally. On the other, the OE
paper clip indicated an attachment; but it wasn't listed on the
"Attach:" line when the message was opened. That line was blank, but
had a blue background.

Both computers displayed the message itself properly and handled
subsequent messages with attachments OK.

Any thoughts on the missing attachment?

If the message sizes are the same, then it's likely the attachment is
there.

If you select the message on the problem PC and do File, Save
Attachments, does the attachment show as an option to save?

On each select the problem message and File, Save As an EML file. Then
transfer the files between PCs and double click the EML file to open on
the other PC. Does the problem move with the EML or stay with the PC?
If it moves with the EML file, then there is something corrupted in the
message.

Comparing the MIME headers (by looking at the Message Source) may show
what's screwed up.

If you would like, you may send me copies of the problem message from
both PCs. and I'll take a look at it. It's best if you zip the message
so that I get an exact copy of it. . Then Right click the saved EML
files and select Send To, Compressed (zipped) folder. Then e-mail me
the resulting ZIP file. .
