Default Reinstalling Outlook Express

I am having problems with Outlook Express 6.0 opening/running very slowly
(over one minute to load) and wonder if I uninstall Internet Explorer 7.0 and
then reinstall it, will I also get a clean install of Outlook Express? As I
said, I am currently running IE 7.0, OE 6.0, and Windows XP Home Edition with
SP3. I have exhausted all other options I know of running Defrag, eliminating
unneeded startup programs, etc.
