Outlook 2003 Messages won't leave Outbox
 
We have a restricted user who uses Outlook 2003. Whenever she sends out an
message, the message won't leave the Outbox. When she clicked Send/Receive,
nothing happened. I tried to repair and reinstall Outlook 2003, re-create
her User Profile and do some other things, but none of them fixed. When she
logged on with administrator rights and clicked Send/Receive, the message in
Outbox was finally sent out.

I would like to see if anybody else has experienced this issue and to know
how the problem has been fixed.

Have you checked the permissions on the account ?

Outlook 2003 Messages won't leave Outbox
 
We had Group Policy for Cashed Exchange Mode turned on. When we turned it
off, the message in Outbox started working fine. Now, I don't know why
messages don't get sent out when Cashed Mode is turned on and do get sent
out when the Cashed Mode is turned off. Then, with administrator rights,
they get sent out no matter if the Cashed Mode is turned on or off.

Something is in the GPO that prohibits general users from submitting ?

I do not think so. The rest of the PC's in the GPO do not have this issue.
This is only happening to any restricted users here who logon to the
particular PC and Outlook 2003 with the Cached Exchange Mode turned on.
