This option is only available with Outlook in an exchange enviroment. In
Outlook Express this option does not exist!

recall

in outlook 2000, open the sent message and look on the actions menu. Note
that it only works if the you and the recipient are using the same Exchange
server and then there are still a number of reasons for it to fail.

oe does not support recall at all.

The included help within Outlook itself when searching on "recall" should
already mention that this features requires the use of the MS Exchange mail
server. Without Exchange, the method used is to send yet *another* new
e-mail trying to recall the first one, and it rarely works. See:

(http://snipurl.com/exch_recall for a short URL)

Recall isn't even an option available in Outlook EXPRESS.

It already does in the very first sentence. From F1 Help - Message Recall:

Recall or replace a message you've already sent
This feature requires you to be using a Microsoft Exchange Server e-mail
account
