I can't get Outlook to send/receive email, it's setup otherwise?

I have an account setup to use my yahoo email address with all the benefit of
Outlook. However, I cannot seem to figure out how to get messages to be sent
and received. I have regular LAN internet connection and everything else
works perfectly fine. I have no clue what a P0P3 is, etc. so I don't know if
that is potentially the problem.

Do you have a paid Yahoo mail account? If not, you can't use Outlook with it
(without some third party software).
