Default Can't make a rule to get rid of this spam.

There is NO text. Only a picture of text. I don't want to turn away HTML messages, because some of those are sincere and HTML messages have some nice abilities. Sometimes, somebody sends a picture with text that is helpful to me on my job. Is there third party software (low-cost or free) that can look for this kind of message and send it to the deleted items folder?

Why can't you block the sender or the domain of these emails?

they do that? How can I block a sender if it comes up different every time?

If you're looking for a free add-on spam blocker for Outlook that's pretty
effective I can recommend SpamBayes which you can find at
http://spambayes.sourceforge.net. I don't know how well it'll do against the
particular spams you're seeing, but in general it works pretty well, and it
is free.

While the sender may be different, try examining the headers. There may be
a string in them that is more constant and you can create a rule that would
delete the message if the string is detected.
