Yes, nothing bad will happen if he opens it, but he will incur data loss if he tries to move items from a Unicode store into it.

It's always safe to open a PST in Outlook. Apparently you're using Outlook 2003 and trying to open an Outlook 97-2002 PST which doesn't support Unicode.
