Redirecting the Contacts link in Outlook 2003
 
In the Outlook 2003 navigation pane, is there a way to direct the Contacts
button to a public folder instead of the Contacts folder in the mailbox?

We have a Contacts folder in our public folder list where all contacts
should be saved, we want to restrict our users so they can't enter new
contacts into their contacts folder in their mailbox (Deleting this folder
would be better, if that is possible!)

No.

We have a Contacts folder in our public folder list where all contacts
should be saved, we want to restrict our users so they can't enter new

You can't delete any of the default folders in a message store. I don't
believe you can stop people from adding entried to them, either. The "New"
buttin always puts the new item in the appropriate default folder, so a new
contact will always get stored in the default Contacts folder unless yuo
take pains to change its destination wth "Move to Folder".
