Default Using "Send to mail recipient" doesn't work - Outlook 2003

On one of my computers I have a problem: When I right click a file in
windows explorer, press "send to" and choose "mail recipient" I receive
the following error:

There is not enough memory or system resources. Close some windows, and
then try again.

I have no problems attaching files to an email from Outlook and the
computer has plenty of available resources, so my guess is that there's
something wrong with Outlook somehow. I've found very little
information on that specific error (other than
http://support.microsoft.com/?kbid=899340 which as far as I can see
isn't available to the general public), so I was hoping someone knew
something about the error or could perhaps come up with a solution.

Software Info:
Windows XP Pro SP2 fully patched and updated
Office 2003 Standard fully patched and updated

Regards,
Peter

I don't have a definite answer for you, but I'll tell you what I know. The
main thing to be aware of is that when you're in another program, like Word
or Explorer, and you select Send To Mail Recipient, you're not running
Outlook. You're running some other built in simple mail client that
apparently shares resources with Outlook (if present), but isn't Outlook.
The shared resources result in occasionally strange interactions between
this faux Outlook and your real Outlook, that usually show up as an Out of
Resources type error. You can see that this is happening by trying the Send
To when Outlook isn't running. The message with attachment will come up, but
Outlook itself won't start.

I don't know of any cure for all this, however, except not using the Send
to - Mail Recipient command.

I don't think that's necessarily true. If Outlook is your default mail
client, Send to Mail Recipient invokes Outlook, but using the Simple MAPI
interface to call it. Simple MAPI does not provide access to all the
features of Outlook.

I found a workaround: In the SendTo folder in (\Documents and
Settings\username\SendTo\) I created a shortcut to outlook.exe with the
/a switch. The /a switch creates a new message with a file attached, so
it works precisely the same way as using the original mapimail link. My
user is satisfied and so am I.

Mine is Office 2003 Pro which Office Downloads says is fully patched. The
issue I have is the last one described in kb89930. How does one obtain the
HotFix without paying $35?

You call them and ask only for the hotfix. There is never a charge for a
hotfix as long as you don't ask about any other situation.

After furious head scratching, SDM asked:

Thanks Milly. It turns out some update or other for Office 2003 had already
installed the versions listed for most of the DLLs under 899340. 14Mar2006
updates for Office 2003 (913571) claims to have included the HotFix, but none
of the DLLs listed under 899340 are listed under 913571...
