How do I have the notes remain open, and still type in multiple notes ?
Currently when I go to type an additional note, it automatically close the
last note written ?

What version of Outlook? Can you double click in the Notes window and open
a new note? Right click and select New Note?

It works for me here with Outlook 2007 but I don't have an earlier version
to test with.
