Creating & sending e-mail in Outlook 2003 via VPN connection

I have a user that is connecting via a VPN connection who is unable to create
or send e-mails in Outlook 2003. He can open up Outlook and read e-mail but
not create or send e-mail. He is connecting via a VPN connection.

Bummer - care to share some useful information, like Outlook version, error messages, can the user send when connected locally?
