In Outlook 2003 is there any way to eliminate sending and receiving
automatically at program startup?

Be advised - if you uncheck the "Automatically schedule a send/receive every
x minutes" then you will certainly prevent Outlook from sending and
receiving at startup, but you will also stop Outlook automatically polling
every x minutes while running.
